Evaluation of the impact of the speed management policy in Fortaleza using mixed data factor analysis

Abstract

Traffic crashes have been a major cause of injury and death, constituting a global public health problem. Incorporated into the Safe Systems Approach, Speed Management Policy is implemented through infrastructure, education, communication, and enforce-ment strategies, often implemented asynchronously and without integration. These characteristics and the need to define metrics and an integrated evaluation method hinder objective analyses of the success of these policies on risk behavior of drivers. This research aimed to evaluate the impact of interventions implemented in the speed management policy on the probability of speeding in Fortaleza between 2015 and 2022. The results of a Factor Analysis of Mixed Data were incorporated into a binary logistic regression model and interpreted based on its average marginal effects. The results indicate that the SMP variables — especially in the areas of Infrastructure, Enforcement, and Education — are associated with reductions of between 3% and 5% in speeding per area during the analyzed periods.
